Construction Updates

Beginning as early as Tuesday, May 30, Aspro, Inc. will start the resurfacing process on Ridgeway Avenue from Hudson Road to the City Limits (West), and University Avenue from Greenhill Road to the City Limits (West).

In order to allow the contractor to begin the cold-in-place recycling process and prepare the roadway for pavement, there will be a single lane closure. The road will be open to traffic during this operation under flaggers and pilot car. After the cold-in-place recycle is placed we will be waiting it to cure. After curing, Aspro Inc. will be placing the intermediate and surface lifts of hot mix asphalt. We anticipate this lasting approximately 3–4 weeks from when we start the cold-in-place process, depending on the weather.

Beginning Tuesday, May 30, the contractor will begin Stage 1 reconstruction of West 4th Street by closing West 4th Street from Division Street to Catherine Street. The intersection at West 4th Street and Division Street will remain open. In order for the contractor to begin pavement removal, a full road closure will be required. The road closure will be in effect for eight to ten weeks, depending on the weather.

For safety's sake, please stay away from the construction area. Heavy equipment will be moving back and forth on the closed street. It would be advisable to stay behind the sidewalk on the property side during the reconstruction work.

During the closure, alternate garbage pickup points will be required for residents who normally place automated collection carts within the closure area on West 4th Street. Residents can place their collection carts on the open portion of Division Street, West 4th Street or Catherine Street during this stage of the street closure. This should be done on the normal collection day for that particular street.

Yard waste collection carts can be placed curbside at the same location as the garbage collection carts for Monday pickup. Yard waste may also be taken to the transfer station in any type of container when the transfer station is open.

Also during the road closure, rural type mailboxes will be removed and temporarily relocated. The contractor will coordinate the location of the relocated mailboxes with the U.S. Postal Service. Normally, all mailboxes are relocated at one end of the road closure. Once reconstruction is completed, the mailboxes will be returned to their original location. Please do not park adjacent to the relocated mailboxes. The residents will be responsible for removing any decorative attachments to the mailboxes and relocating any landscape plantings within the right-of-way. The contractor will be responsible for removing and temporarily relocating the mailbox and post only.

Starting as early as Wednesday, May 31, construction on Utah Road between Dallas Drive and Tucson Drive will begin. You may expect the following sequence of activities:

Subdrain—During the installation of subdrain any landscape plantings, or other personalized items within four feet of the driveway or curb-line are the property owner’s responsibility and should be removed prior to construction.

Curb and Gutter Spot Repair—The roadway will remain open during these removals but may be limited to access from one end or the other depending on where the contractor is working. During this construction, street parking and driveway access along Utah Road will be limited. The contractor will post “No Parking” signs along the street prior to the start of construction. Once these are posted please be sure to relocate your vehicles out of your driveway.

Concrete Placement—Driveways and curb and gutter replacement will be poured. Once the concrete is poured, residents will not have driveway access for approximately five days to allow the driveways to cure and be backfilled.

Base Pavement—The base will be placed in one day and may be driven on immediately.

Surface Pavement—During surface paving the roadway will be closed for approximately one day to allow the pavement to cool.

Sod Replacement—Following the construction of the street, the contractor will begin restoring the sod along the curb-line and driveways. Depending on the time of year and weather conditions, this process may take up to an additional 2–3 weeks.

Black Hawk County Engineering, in cooperation with the City of Cedar Falls, will begin resurfacing work on W. 27th Street west of Union Road. The project will begin approximately 600 feet west of Union Road and will continue to S. Butler Road. This work is scheduled to begin on June 1, and is expected to last approximately 4–6 weeks, depending on weather. The road will be open to traffic during this operation under flaggers and pilot car.
