Downtown Streetscaping Project

The City of Cedar Falls partnered with Community Main Street to develop a downtown streetscape plan in 2015. The goal was to improve walkability and create cohesion for the growing area. To achieve this goal efficiently, the City began to identify phases of work for implementation. The streetscape project includes multiple improvements that contribute to improving and expanding the downtown district.

Implementation

Improvements started in 2019 along State Street and Washington.  Along both streets, decorative light poles, and conduit for the electricity were installed. Hubs were installed on State Street.  These include a decorative brick with a bench, trash can and bike rack. Three are planned along Washington St. in 2020.

Construction plans were developed for portions of 2nd and 3rd Streets, as well as sidewalk replacement along the Parkade. Below is an image of the red, grey and tan brick that will be constructed on the Parkade from 2020–2022, two blocks at a time.

In 2020, decorative pedestrian lights and a hub are planned along 6th St. from Main St. to Clay St.

This conceptual layout and color scheme for downtown sidewalk bricks was supported by Council in May 2019.

2020 Construction Timeline

Construction on the 2020 Streetscape Project kicked off on March 30, 2020, with sidewalk repairs of the 100– block (East side) of Main Street sidewalk, W. 3rd St. (Main to Washington St.) and W. 2nd St. (Main to Washington St.). 

COVID-19 Update (April 2020): Currently, crews are working to replace the 8-foot walk directly in front of businesses to allow for easier access once COVID-19 restrictions have been lifted. 

During the course of the project, sidewalk access to businesses will remain open in all areas of construction, with only brief closures to reestablish sidewalk bricks at a front door, for example. Businesses and residents are encouraged to continue to check this page for updates as the project continues. For a tentative guideline of the construction schedule, please see the below table. As the state works through the COVID-19 emergency, specific construction dates on the Parkade sidewalk replacement will continue to be updated.

Stage A W. 3rd St. Reconstruction (Main to Washington)
• Intersection of Main/W. 3rd St. will be closed approximately 3 weeks for utility and crosswalk work.

Parkade and Sidewalk 
Construction 
Sidewalk repair will occur in the following areas during the course of the Streetscape project. Stay updated by clicking here for email notifications. 

• Parkade: 100 block - East side
• West 1st Street Crosswalk (only part crossing Main Street)
• Parkade: 200 block - East side
• East 2nd Street sidewalk - entire south side and west half of north side (will be done in two stages of two weeks each)
• Parkade: 200 block - West side
• Parkade: 300 block - East side (at 302 Main St.)
• Parkade: 100 block - West side
April - October 2020

Funding

These projects are a partnership among City, Community Main Street and Cedar Falls Utilities. A grant from the Black Hawk County Gaming Commission is helping with part of the project as well. Community Main Street completed a fundraising campaign to support the project.
