Public Information Meeting Notice for 2023 Street Reconstruction Project

The City will be holding a public information meeting for the 2023 Street Reconstruction Project on February 16, 2023, from 5:30 p.m. to 7:00 p.m. in the City Hall Council Chambers Foyer. City staff will be present to address any questions, comments, or concerns with the planned work at this time. The meeting is on a come-and-go basis.

As part of the project, the following streets have been scheduled for construction during the 2023 season:

  • West 18th Street from Hudson Road to Campus Street (concrete)
  • Madison Street from Belle Avenue to Virgil Street (concrete)

The street construction normally disturbs the parking area from the existing curb line four (4) feet toward the property. If your driveway approach is removed for construction, it will be replaced and the area behind the curb line will be sodded as a part of the contract.

Trees in conflict with the construction work will be removed or the overhanging branches may be trimmed. This includes public trees located in the parking area adjacent to the street and larger trees on private property that overhang the street. The City Arborist has been given a list of trees within the project that need trimming or removal. If weather and schedule allow most of the trimming work will be accomplished this winter.

During street construction, the contractor will be responsible for removing and replacing existing mailboxes and posts only if they are in conflict with construction. Any landscape plantings, ornamental mailboxes, or other personalized items within four feet of the driveway or curb line are the property owner's responsibility and should be removed prior to construction.

City Ordinance No. 2658 prohibits the placement of a private sprinkler system within the public right-of-way. If a private sprinkler system is encountered during street reconstruction, the portion of the sprinkler system in conflict with the street reconstruction will be removed. The sprinkler system will not be replaced after the street reconstruction is completed. Information regarding existing sprinkler system locations will be needed to ensure that the system is not damaged beyond the public right-of-way. After the completion of the street reconstruction, the property owner will be responsible for the replacement of the sprinkler system in a location outside of the public right-of-way.

Once a contract is finalized, the contractor's schedule will be reviewed and the first street closures will be determined. Construction work usually starts around the first of April, depending on the weather. The City will send each property owner and/or resident a letter five to seven days before the start of construction on their street, notifying them of the upcoming closure. It will explain the construction procedure and work as well as mail delivery and garbage information.
